This matters especially in African science fiction. “Africa” is not one setting, climate, language or political experience. A fictional city inspired by Lagos should not feel interchangeable with one inspired by Kigali, Cairo, Accra, Nairobi or an invented inland settlement. The writer’s task is not to decorate generic futurism with African patterns. It is to imagine technological change from inside particular social worlds.

The African Union’s Agenda 2063 aspirations offer a useful real-world counterpoint. They connect development with quality of life, urbanisation, basic services, education, science, technology, innovation, culture and collective prosperity. They are policy aspirations, not a science-fiction blueprint. Yet they remind storytellers that a future is never only a machine: it is a contested arrangement of housing, power, movement, identity and opportunity.

Rule one: give the city a past

A city without history feels like a product showroom. Decide what stood on the site before the towers arrived. Which road follows an older trading path? Which district kept its name after redevelopment? Which families remember a flood, migration, strike, festival or demolished market differently?

Memory also produces conflict. One generation may see an automated transport corridor as freedom from congestion; another may remember the homes cleared to build it. A monument might celebrate an engineer while ignoring the communities that maintained her system. The most interesting future is rarely one in which everyone agrees about the past.

Rule two: design infrastructure before gadgets

A personal drone is visually exciting, but water, energy, housing, sanitation, food distribution and public transport determine how a city actually lives. Ask who owns each system, who maintains it, who receives priority during a shortage and who understands the manual when an imported component fails.

Infrastructure creates plot naturally. A neighbourhood may operate a cooperative battery network. A water-harvesting tower may be both public utility and sacred landmark. A repair guild might carry more political influence than the company that originally sold the technology. These systems create dependency, expertise and leverage—the raw materials of drama.

Rule three: treat adaptation as intelligence

Science fiction often treats invention as something that arrives fully formed from a laboratory. Real societies also innovate by adapting, combining, repairing and repurposing. A believable future should recognise the intelligence in maintenance and improvisation.

Imagine a transit vehicle whose software is global but whose cooling system was redesigned by local mechanics. Imagine modular homes that borrow principles from older climate-responsive architecture rather than fighting the weather with unlimited energy. The point is not to romanticise scarcity. It is to recognise that practical knowledge can reshape formal technology.

Rule four: make language part of the technology

Interfaces decide who can command a system. If the city’s health assistant works only in one prestige language, access is unequal even when the service is technically universal. If translation is instant, what happens to jokes, proverbs, ceremonial meanings or words with no direct equivalent?

Do not use multilingual dialogue merely as flavour. Let language affect permissions, errors, intimacy and status. A character may trust a machine more when it speaks her mother tongue, while another distrusts its suspiciously perfect accent. A council might require public algorithms to explain decisions in the languages used by the people affected. That single rule could transform the city’s politics.

Rule five: keep markets, kitchens and courtyards

African futures do not become authentic by freezing present-day customs in place. Cultures change. But technological change does not erase the human need to trade, cook, gather, flirt, grieve, worship, gossip and celebrate.

Ask what a street vendor sells when food can be precision-fermented. Does a family still argue over who cooked, even when a domestic robot performed the labour? Do neighbours gather physically because immersive networks became exhausting? Everyday scenes let readers measure the future against recognisable needs.

Rule six: distribute power unevenly—but not lazily

No credible city gives every resident equal access to its best technology. But inequality should be more specific than a rich tower above a poor street. Who controls identity credentials? Can a person appeal an automated decision? Does a subscription determine the speed of medical diagnosis? Are rural producers represented in the city systems that set food prices?

Avoid making institutions purely evil and communities purely virtuous. A public system may protect millions while failing a minority. A community network may be resilient but exclusionary. A corporation may deliver useful infrastructure while extracting behavioural data. Complexity makes moral choices harder—and stories stronger.

Rule seven: let the future contain ordinary joy

Dystopia can expose injustice, but suffering is not the only serious subject. A future African city can contain humour, beauty, leisure and ambition without pretending conflict has vanished. Joy shows what characters are trying to protect.

Give people new music scenes, public gardens, ridiculous fashion trends, intergenerational games and food rituals. Let children misuse educational robots. Let elders complain that holographic weddings lack atmosphere. These details prevent the setting from becoming either a disaster zone or a promotional brochure.

A seven-question test for writers

  1. What does this city remember, and who tells the official version?
  2. Which essential system fails first under pressure?
  3. Who repairs technology after the inventor leaves?
  4. Which languages can command, question and appeal?
  5. Where do people gather when they do not have to?
  6. Who benefits from the city’s efficiency—and who becomes invisible?
  7. What makes an ordinary resident laugh on a difficult day?

Evidence, interpretation and imagination

Evidence: Agenda 2063 explicitly connects Africa’s desired future with inclusive development, urban needs, education, science, technology, innovation and cultural identity. Interpretation: those interconnected goals suggest that stories about technology become richer when they also examine services, institutions and belonging. Speculation: every city, institution and technology proposed in this essay is fictional and should be treated as a creative possibility, not a forecast.

The strongest African science fiction does not need to prove that a city is futuristic by filling the sky with vehicles. It can begin with a more demanding question: after everything changes, what does this place remember about who it was—and who gets to decide what it becomes?
