Texas Freezes New Data-Centre Permits: AI’s Next Bottleneck May Be Physical Infrastructure

Artificial intelligence may feel digital.
Its infrastructure is anything but.
Texas Governor Greg Abbott has ordered a halt on new state permits for data centres while authorities assess their impact on electricity, water, and other resources. Reuters reported that more than 470 gigawatts of proposed projects had entered the queue for grid connections — more than five times the state’s peak electricity demand.
That number reveals one of the defining realities of the AI era.
AI intelligence may live in software, but AI capability depends on enormous physical systems:
Land.
Electricity generation.
Transmission lines.
Cooling.
Water.
Semiconductors.
Buildings.
Fibre networks.
And increasingly, the consent of the communities surrounding those facilities.
For the first phase of generative AI, public attention concentrated heavily on models.
Which company had the smartest model?
Which benchmark did it beat?
How many parameters did it contain?
The next phase is forcing a different question:
Where does all the computing power come from?
As training and inference demand expand, electricity infrastructure is becoming strategic technology infrastructure.
This explains why technology companies are increasingly exploring nuclear energy, renewable energy, dedicated power plants, and regions with abundant electricity.
Google, for example, recently announced a major AI infrastructure investment in Finland that includes arrangements involving nuclear power.
But, infrastructure expansion creates trade-offs.
Communities may ask whether large data centres increase electricity costs, compete for water, generate sufficient local employment, or contribute enough economically to justify their resource consumption.
Those questions will increasingly influence where AI infrastructure can be built.
The future of artificial intelligence may, therefore, depend as much on civil engineering and energy systems as computer science.
The AI race has left the screen.
It is becoming a race for land, power, cooling, connectivity, and resilient infrastructure.
