Financial dealings involving a senior Pentagon official responsible for military artificial-intelligence policy have intensified debate about the relationship between public authority and private technology wealth.

The Guardian reports that Emil Michael sold holdings linked to major AI and technology companies, including xAI and Perplexity, while serving in a powerful federal role. The Pentagon says he complied with applicable ethics requirements, but experts have raised concerns about the appearance of a conflict even where no violation has been established.

AI policy can create enormous private value

Military AI decisions influence procurement, research funding, data access and the legitimacy of entire technical markets. An official does not need to award a contract directly for policy choices to change company valuations. Statements about strategic priorities, preferred architectures or national-security needs can redirect billions of dollars.

That is why disclosure rules alone may be insufficient. The stronger standard is whether a reasonable member of the public can believe that decisions are being taken independently. Divestment, blind trusts and recusal can protect both the institution and the official from suspicion.
