An infrastructure announcement can contain an impressive capacity figure while leaving the most important operational question unanswered: when will the complete system be ready?
Servers, buildings, electricity connections and supporting services do not necessarily arrive together. A useful plan needs to show their dependencies.

Capacity needs a date
My interpretation is that a capacity figure becomes more informative when paired with a stage of readiness.
Is the project announced, under construction, connected or operating? Does the number describe a future ambition or equipment already serving customers?
These distinctions should appear in the explanation rather than being left for the reader to reconstruct.
A building can be complete while a necessary connection is still pending. An agreement can be signed while delivery remains years away.
Put the dependencies on one timeline
A planning timeline should include the elements needed for operation: equipment, connection work, testing, staffing and any relevant permissions.
Ask what happens if one stage slips. Does another investment sit idle? Can the opening be phased? Which commitments depend on the original date?
These questions apply to many infrastructure projects. AI makes them particularly visible because public discussion can move at the pace of software releases while construction follows a different rhythm.
Describe uncertainty without hiding the ambition
A credible project can have ambitious goals and unresolved details. The problem arises when the uncertainty disappears from the public description.
Give a target date, identify the major dependencies and explain what evidence would justify an update. Where figures represent scenarios, retain that label.
A project should also be assessed in its local setting. National totals cannot, on their own, describe the practical effect of a concentrated development in one place.
From concept to credible sequence
For future infrastructure concepts, including speculative offshore designs, a staged plan is a more useful next step than a larger headline number. Such concepts still require engineering and environmental evaluation; a compelling illustration is not validation.
The calendar belongs beside the power budget. Both help distinguish an ambition from an operational capability.
