OpenAI is making its largest advertising expansion yet, taking ChatGPT Ads into 31 European markets after six months of testing in the United States.
The announced countries include Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria. OpenAI did not explicitly name the United Kingdom in the announcement, so UK availability should not be assumed until it is confirmed.
Advertisers will initially enter through OpenAI’s Ads Solutions team, agencies and technology partners. Self-service Ads Manager access is expected later in the summer.
Why ChatGPT advertising is different
Traditional search advertising usually begins with a few keywords. ChatGPT conversations can reveal a fuller decision context: what a person wants, which constraints matter, what they have already considered and what outcome they are trying to achieve.
That creates valuable commercial intent. A person comparing business software, planning a trip or furnishing a home may be closer to a decision than somebody casually scrolling through a social feed.
OpenAI says ads are clearly labelled, separated from answers and limited to Free and Go users. Plus, Pro and Enterprise subscriptions remain ad-free. The company also says conversations are private from advertisers and customer data is not sold.
The small-business affordability test
The expansion will only be genuinely democratic if smaller advertisers can enter without enterprise-sized budgets. Google, Meta and Amazon learned that millions of local businesses create a powerful long-tail advertising market when campaigns can begin with modest daily spending.
A £3–£5 daily entry layer would allow creators, consultants, local shops and early-stage companies to learn gradually. A high minimum budget transfers most of the experimentation risk to the business least able to absorb it.
- Provide a low-budget self-service tier for small businesses.
- Make verification holds and refund timelines transparent.
- Offer simple conversion tracking without requiring an agency.
- Separate exploratory tests from enterprise campaign commitments.
A new advertising market is taking shape
OpenAI says tens of thousands of marketers have already advertised and that its platform now supports conversion optimisation, geo-targeting, custom audiences, an OpenAI Pixel and a Conversions API.
The strategic opportunity is clear: advertising can fund free AI access while connecting businesses with people during active decision-making. The unresolved question is who gets to participate. If OpenAI builds one route for enterprises and a lighter route for small businesses, it can expand revenue without excluding the entrepreneurs who serve much of the freemium audience.
