The AI Race Is Becoming a Geopolitical Loyalty Test

The world may be moving from one connected technology market toward competing AI blocs.

The United States plans to tell more than 30 partner countries that participation in both the US-led Pax Silica initiative and China’s competing AI effort will be incompatible, according to Reuters.

Pax Silica is focused on supply chains for semiconductors, AI and critical minerals. China is promoting its own cooperation framework alongside increasingly competitive open-weight models. The pressure to choose therefore reaches far beyond software: it touches chips, data centres, cloud access, standards, research partnerships and national security.

A stack becomes an alliance

Countries once mixed technologies from many regions according to price and performance. A bloc-based future could make that harder. Governments may be asked to align procurement, security rules and industrial policy with one ecosystem.

For emerging economies, the choice is especially difficult. They need affordable infrastructure and local capability, but they also need access to global markets. Technology dependence can become political dependence when switching costs grow.

Businesses must map geopolitical exposure

Companies should identify where their models, chips, clouds and sensitive datasets originate; which export rules apply; and whether a supplier could be restricted by a future policy shift. Multi-cloud architecture may not solve a problem if every cloud depends on the same semiconductor chain.
